Investigator – Loss Prevention

As a member of the Regulatory Services department, this is a uniformed position accountable for the following:

  •   Administers, regulates, and ensures understanding and compliance of the Liquor Control Act, Liquor Licensing Regulations, Smoke Free Environment Act 2005 and any proposed cannabis legislation or regulations by all liquor and cannabis license holders in the province through scheduled and demand inspections of establishments;
  •   Makes recommendations and assists development of policy and statement of practice (SOP) regarding relevant legislation;
  •   Investigates and enforces complaints of violations under the Liquor Control Act, the Liquor Licensing Regulations, the Smoke Free Environment Act 2005, the Smoke Free Environment Regulations 2005 and any proposed cannabis legislation or regulations;
  •   Investigates loss prevention cases and documents on the incident reporting system;
  •   Prepares information to obtain and execute search warrants under various acts and executes general warrants such as production orders;
  •   Completes and submits reports for show cause hearings for the Newfoundland Labrador Liquor Corporation Board. Prepares, completes and submits detailed information and crown briefs for violations of legislation for court;
  •   Provides education to stakeholders in an effort to foster compliance to applicable legislation through presentations, consultation, and liaising with applicable community groups. This extends to social responsibility education as well as implementation of feedback from community groups when determining if a license is to be granted;
  •   Ensures accurate and timely evidence is prepared and presented to support the suspension and/or revocation of licenses in judicial and quasi-judicial proceedings through specialized investigative techniques, data analysis, and presentation at hearings. The incumbent demonstrates due care and control of property and evidence;
  •   Maintains good working relationships within the NLC and its external partners through initiation, development facilitation of multi-agency operational plans. The incumbent acts as an agent for relations through administration of relevant liquor legislation;
  •   Compiles and analyzes data through various collection methods to gain better insight into licensee information and disseminates data as needed by the Regulatory Services department.

The successful candidate will possess the following qualifications:

  •    Completion of an undergraduate degree in a related discipline supplemented by the completion of a law enforcement, criminology, or police studies program;
  •   Minimum of three (3) to four (4) years experience in enforcement, government legislative process, or police process in the field of law enforcement or regulatory compliance with a strong background in conducting investigations;
  •    Minimum of two (2) years operational experience as a Liquor Establishment Inspector or equivalent;
  •   Working knowledge of all relevant legislation, regulations, and policies including Provincial Liquor Control Act, Liquor Licensing Regulations, Liquor Corporation Act and Smoke Free Act and Regulations;
  •    Knowledge and skills in Microsoft Office Suite;
  •    Class 05 Drivers license with a clear drivers abstract;
  •    Physically capable of performing the required duties of the position. Completion of physical capability testing will be required;
  •    Strong oral and written communication, problem solving, and analytical abilities.

Salary: CG 38: $60,515.00 - $67,522.00 annually
