This document outlines the Newfoundland Labrador Liquor Corporation's (NLC) approach from 2014 to 2017 to enable it to progress towards the achievement of its mission and vision. It describes NLC's strategic priorities, performance criteria, and the environment within which NLC operates. It provides guidance for all staff in their day-to-day decisions and actions. Finally, it provides a level of transparency and accountability that is meant to provide all stakeholders with confidence in NLC's ability to execute the strategy and associated initiatives that will determine NLC's success in the coming three years.
This submission provides a three year outlook on NLC's overall strategic direction and outlines initiatives planned for 2014-15. Specific initiatives and priorities in 2015-16 and 2016-17 will be determined as dictated by circumstances at the time and will be referenced in NLC's annual reports. Further, this document focuses on high-level issues of concern at the Board level – it is not meant to cover operational or business unit level issues. While there are several measures and indicators identified in this plan that NLC will use to evaluate its performance, as in the past, these will be evaluated to ensure they are meaningful predictors and indicators of performance. Consequently, it is possible that these measures will be refined over the course of this planning period to ensure NLC's performance is accurately reflected.
